What should I pay attention to when starting a subscription for fixed-line telephone services?

Before signing a subscription contract, you should check whether the company concerned is an authorized operator using the “Yetkilendirilmiş İşletmeciler” (Authorized Operators) list on the website of the Information and Communication Technologies Authority (BTK), and carefully read your rights and obligations under the subscription contract. In particular, make sure that the name of the tariff you have chosen is written correctly in the subscription contract.
When subscribing, it is important to ask the operator or the operator's dealer to give you all information, in particular regarding the scope of the service and the fees, and to make your decisions with sufficient knowledge before taking on certain obligations by signing a contract (you can access the subscription contract on the operator's website), in order to prevent any grievances that may arise later.
Operators are obliged to ensure that subscription contracts include the minimum information specified in the Electronic Communications Law (EHK) and the Regulation on Consumer Rights in the Electronic Communications Sector (Consumer Rights Regulation), to give the subscriber a signed copy of the contract, and to publish their subscription contracts on their websites in an easily accessible manner.

Can I Access Subscription Contracts and Commitment Agreements Online?

By a Board Decision of the Information and Communication Technologies Authority (BTK), consumers have been given the opportunity to access the subscription contracts and commitment agreements they have signed via the websites of the operators they subscribe to.
Pursuant to the Decision, operators are obliged to transfer subscription contracts and commitment agreements to electronic format and give subscribers access to them via their company websites.

Can the operator increase the tariff fee in the subscription contract I signed?

Under Article 11 of the Regulation on Consumer Rights in the Electronic Communications Sector, operators have the right to make tariff changes by notifying subscribers by text message (SMS), by phone call or on the bill a reasonable period of time before the changes take effect.

• check that the device bears the “CE” mark;
• buy devices that come with a user manual in Turkish;
• check whether the device is an unsafe product (a product is unsafe if it does not meet the minimum safety requirements for the protection of the environment and consumers and/or has not been manufactured in compliance with technical regulations and with symbol, packaging, marking, labeling and conformity assessment procedures), and follow print and broadcast media to find out whether the device has been recalled from the market for safety reasons.

What is meant by a contractual penalty or an early termination fee?

A commitment contract is deemed a contract of obligations involving reciprocal performance, and both parties (the subscriber and the operator) are expected to comply with the terms of the contract throughout its term. In commitment contracts in the electronic communications sector, the performance that the subscriber undertakes to render to the operator in the event that the subscriber fails to perform their obligation at all or fails to perform it properly is called a contractual penalty or early termination fee. Therefore, during the commitment period, if you wish to:
• terminate your subscription,
• change your tariff, or
• switch to another operator,
a contractual penalty or early termination fee may be demanded under the provisions of the commitment agreement you signed.

You can find information about the SAR value of a purchased device in the user manual that lists the device's technical specifications or on the official websites of the manufacturers.

Recommendations for Consumers

Check the SAR values of the devices you buy!
SAR is an abbreviation formed from the initial letters of the words Specific Absorption Rate. It is defined as the amount of electromagnetic power absorbed per unit mass of the body while a mobile phone is in use. To ensure that the electromagnetic waves emitted by the mobile devices we use do not threaten human health, the Information and Communication Technologies Authority (BTK) carries out measurements in its own SAR Laboratory in accordance with international standards. The measurements check whether the SAR value is below 2W/kg, the limit value set by the European Commission. This limit value was determined as a result of scientific studies conducted by experts in this field, and devices with a SAR value above it cannot be sold on the market. You can find information about the SAR value of a purchased device in the user manual that lists the device's technical specifications. It should be borne in mind that a very low SAR value may not be a good thing either, as this may mean that the device's RF output power is also low.

Prohibited items are specified in Annex 17 of the National Civil Aviation Security Program, which is part of our national legislation. However, depending on local characteristics at airports, some items not included in this list may be classified as “prohibited items” by decision of the airport security commissions. These decisions are communicated to the relevant institutions operating at the airport (the Police Branch Directorate, the Airport Operator, airlines, ground handling organizations, private security units and other relevant stakeholders) and to the Directorate General of Civil Aviation (SHGM). As required by these provisions, practices differ between airports within the framework of security risk assessments. If you would like detailed information, you should apply to the Civil Administration Authority (Mülki İdare Amirliği) of the airport from which you are flying.
